Scanned a document or photographed receipts as JPEG? Turn them into one PDF that you can email, upload or print: the JPEG data goes into the PDF unchanged, page after page.

Drag and drop images here
or click to select one or more images
You can also paste an image with Ctrl+V (⌘+V on a Mac)
Add one or more JPEG files: each image becomes a page. JPG, PNG, WebP, AVIF and GIF images can be mixed.
The PDF is created in your browser: your images are never uploaded.
What changes when you convert JPEG to PDF
- Each JPEG becomes one page. Add several images to combine them into a single PDF, in the order you choose.
- The JPEG data is copied into the PDF as it is, without being decoded or compressed again: the photo keeps exactly its quality, and the PDF is only slightly larger than the image.
- A photo stored sideways with an EXIF orientation tag, as many phones save them, is placed upright on the page, still without re-encoding.
- By default each page takes the size of its image at 96 DPI (one pixel is 1/96 inch). Choose A4 or US Letter to scale each image to fit the page, with no, small or large margins.
JPEG and PDF compared
JPEG
The most widely used photo format; .jpg and .jpeg are two extensions of the same JPEG format.
- Compression
- Lossy: it discards detail the eye notices least, and a quality setting trades file size against artifacts.
- Transparency
- None: every pixel is opaque.
- Animation
- None.
- Support
- Opens in virtually every browser, operating system, image editor and app.
- Typical uses
- Photos, camera images, web pages, email attachments.
A document format that looks the same on every device and printer; a page can hold text, drawings and images.
- Compression
- Depends on the content: an image keeps its own compression inside the PDF, such as JPEG data or lossless compression.
- Transparency
- Images can be transparent; viewers show the page behind them, usually white.
- Animation
- None: a PDF page is static.
- Support
- Opens in every current browser and on phones and computers; widely accepted by printers, email and upload forms.
- Typical uses
- Documents to email, upload or print: scans, receipts, forms, portfolios, photo series.

Frequently asked questions
Answers about converting JPEG images to PDF with this free tool.
Is JPEG to PDF the same as JPG to PDF?
Yes. .jpeg and .jpg are two extensions of the same JPEG format, and both are handled the same way: the image data is copied into the PDF without recompression.
How do I turn scanned pages into one PDF?
Add all the scans and check the order: drag a page, or use its arrow buttons, to move it. Choose A4 or US Letter so every page has the same paper size, then create the PDF and download it.
Can I combine several JPEG images into one PDF?
Yes. Select or drop up to 50 images, then drag them, or use the arrow buttons, to set the page order. Each image becomes one page of the same PDF, and JPG, PNG, WebP, AVIF and GIF images can be mixed.
Which page size should I choose?
Fit page to image, the default, makes each page exactly the size of its image at 96 DPI, without a white border. A4 (210 × 297 mm) and US Letter (8.5 × 11 in) suit printing and forms: each image is scaled to fit inside the margins and centered, on a portrait or landscape page that follows the image unless you choose the orientation.
Is the JPEG to PDF converter free, and are my images uploaded?
It is free, needs no account and adds no watermark. The PDF is created in your browser, so your images are never uploaded to our servers. One PDF can hold up to 50 images, 100 MB of images in total.
